I am flying to Dubai on Emirates in F class with a stop over in Singapore.how long is the stop over and is the lounge a Qantas or Emirates one .

The time you arrive into Singapore (close to midnight local time) means the QF lounge will be closed. You will have to go to the Emirates lounge.

Stopover is too short - does not worth to go to lounge. You will not be able to have fill experience and IMHO better to stretch the legs.
