Yes, the passes are linked to the entire American Express account, not to any individual card. Just note that you only get two passes per calendar year per account, not per card, so if a supplementary cardholder uses two of them, there won't be any extras for the primary cardholder.

Are AMEX complimentary passes able to be used by a family member who doesn't have a supplementary AMEX card?

You'd best check with AMEX prior, but every time I've go to an AMEX lounge, they swipe the card and then you have to sign.
