Is there a regulatory problem with having a full curtain divider as still happens in Europe on some airlines (with "Eurobusiness")? This reduces the incidence.

I think the full curtain divider exists in International QF flights. I remember seeing the curtains which are left open during taxi, takeoff and landing and closed during all other times
I'd think this could prevent, if not, reduce Y passengers accessing J loos. Unless there is any regulatory constraints, this could be implemented
I note that one of the comments removed by Chris said something about Ausbt readers justifying not abiding by QF’s carry-on bag limits (yet expecting Y passengers to abide by the stated rules on toilet access). Well QF has shown today that they do respond to customer feedback and increased the carry-on limit! Perhaps they will act similarly on keeping the Y passengers in the Y cabin.
Flying ADL-BNE QF 737 a few months ago, passenger from about row 14 sprints to business toilet while seatbelt sign is still on during takeoff and spends about 10 minutes inside. Walks out and returns to seat. Crew then kindly informs business passengers it might be a good idea to use the rear toilet for the rest of the flight...
In this situation, it meant that no-one walked past with everyone heading to the back of the aircraft... (a win on a short flight)...
Got to be honest, I like Virgins approach and their efforts to maintain that separation. If you pay for something you're entitled to it. If you don't pay for it then you're not.
My experience is it becomes a problem when you've paid to sit in Business and then find you are having to queue behind economy passengers to get into the toilet.

Because QF crew would not, ever, clean a toilet.

The issue is those sitting in front pay extra for the access without queuing.
