Do fare buckets change when you change your flight? If I am booked on an int'l flight which is an economy sale fare (non-upgradable) fare bucket, and I need to change my flight (paying the change fee and any fare difference), if there are say only full fare ecomony tickets left and I pay the fare difference, will my flight be re-booked into the full fare bucket or will it stay in the cheap (non upgradable) fare bucket?

It will change to the new fare bucket.
But ask the agent if you're being rebooked on a new inventory (fare bucket). Qantas has a nasty way of increasing fares within the same fare bucket as time progresses.
