I think its got more to do with the upgrades being delayed.
Emirates new lounge in Perth isn't completed, I would think there would be more movement once the lounge is complete. Also dont forget the baggage hall isnt still fully finished either. Tho I do wonder if its being delayed due to the fact Etihad will be joining Qatar and Emirates.. over supply?
I found the airport fine a couple of weeks ago, took me 20mins to get from the plane to car park.
