No you may not purchase international Qantas tickets with MH Enrich miles. You may however redeem MH Enrich miles for flights with Qantas international flights.

The distinction is rather critical.

"Redeem" carries a different meaning to the term "Purchase", where specific conditions are attached, which often makes redeeming a lot more onerous than purchasing. The counterparty to your contract of carriage also differs under a redemption booking. Any flights with Qantas that you redeem through Malaysia Airlines would be ticketed (contracted) with Malaysia Airlines.
