Currently my brother has 2,900 Status Credits and needs 700 more to gain Plat 1. Will QF offer any Status Credit promotions to help him reach the magic 3,600.
That's up to Qantas. The airline does from time to time launch 'double status credit' promotions (and sometimes a more modest 1.5 status credit promo) which are usually offered to selected members. As there's no way to know for sure if that's on the cards, maybe the safest course of action for your brother is to book a flight to get him over the 3,600 SC mark.
There was a double status credits promo back in April for everyone. There probably won't be another of those for everyone for some months at the very least, maybe years.
As for 50% bonus SCs there tends to be targeted ones of those from time to time. Double is possible but less common.
I don't thnk QF wants to "help" anyone get to P1 - IMO it only exists to keep the loyalty of those who smash through WP level in six months and stop them going to VA for six months and getting WP there as well.
