There used to be one but now it is limited to Singapore Airlines Solitare PPS card holders. (Getting a Solitare PPS card requires you to spend S$250,000 on Singapore Airlines Business/First Class flights over a 5 year period)
The lounge which Solitare PPS card holders get access to is the Plaza Premium T2 arrivals lounge. You can pay at the door £25 for 1 hour or £35 for 2 hours, it also costs £15 for a shower. (The lounge is also a part of Lounge Buddy and Priority Pass.)
