Does the optus $10 a day roaming pack work on a cruise ship? Specifically the Royal Caribbean Radiance of the seas?

No. Cruise ships rely on onboard satellite dishes to connect directly to satellites, rather than to land-based cell towers. This is why cruise ship internet connections are always highly priced. Any telco roaming options will ever only work in selected ports.
