I am travelling to Kathmandu next year through Hong Kong with Cathay Pacific from Australia and to Kathmandu with Dragonair. What is the likelihood of me scoring a seat on the new Business class seat for Dragonair?

Not very likely. However, don't set your hopes too low: the A330-300 may have the new config.
However I ensure you that the Business Class leg from Australia to Hong Kong will be awesome. (If you're not from Australia, chances are you'll score the new seat, but you might score the old seat as well.)
