Qantas refurbished A330-300 flying Hong Kong to Sydney - 45K is an exit row seat but doesn't require payment. Has anyone had any experiences with this? Does it have a raft blocking your foot space like similar seats on the 747?

Yes - 45A/K have rafts that imede your space if your tall.

Not only that, but it's right next to the toilets, and what little leg room there is becomes the default queuing/milling/loitering/wafting zone...
