Yes. Should lodge a missing points claim with Velocity. Even though this partnership isn't going to go anywhere and is nowhere near as good as pre COVID, it still exists. You still get some status benefits and you should earn points/status credits as per the chart. EDIT: Chase up the claim

Are classic rewards seats available? Then, upgrade should process instantly. Could try withdraw and submit again?

Even though it says QR is tighter, I feel they are mostly about the same. But I CANNOT STAND the regional seat on SQ's 359. Super hard and uncomfortable for me.
Can I pgrade a VA int'l reward booking?

No. Only way is if Business Reward seats open up and change your booking to the higher class of travel + change fee.
