If I have Velocity Gold and Star gold with another airline, can I request singapore airlines to send "status/miles" to virgin and receive the benefits from the Star Gold card?
Also can the sectors on a ticket be split up? As one flight on a ticket I am looking at is operated by a *A carrier that isn't affiliated with Velocity, could I just ask singapore to apply the *Gold card to this segment?

It's hit and miss, but you can try adding your Velocity number in the booking and use your physical Star Gold card at the airport.
As for the sectors splitting up, the best bet is to ask the check-in staff before each sector.
