Well, it is easier to teach someone bad language than to teach them good manners...!
I think that it comes down to training. The more trained they are to deal with difficult situations, the more they can cope and not lose their temper. Take for example, a qantas or va staff member may have been trained how to deal with something like a fight or a shouting match whereas a jetstar staff member may not have been trained how and may inadvertently join it trying to sort it out.
