By reports QF will ocassionally renew if short, but have never heard of an upgrade.

Upgrade = yes. A mate of mine called the QFF service centre this year and successfully requested that they let him move up to Gold, despite him falling slightly short of the required SC's.
I'm absolutely certain it's at the full discretion of the operator you're speaking to, and not a firm policy, so I would not expect that success is guaranteed.

Are you wanting to assess your chances of hitting Platinum One with -60 SC and are evaluating if it is worthwhile to take a flight to bump you up from -330 to -60?
If that is your question, it is not coming across clearly enough. I'm just interpreting, what I believe you are asking.
Can you please clarify?

No I'm asking if they will bump me up on a discretionary basis. I don't have time to do another flight by the holiday season as my last takes me up to the 24th and my renewal is the 31st.

Right. So indicating you're either 330 SC short or 60 SC short was superfluous information?
If I were you, I'd be assessing if it is likely you'll hit Plat 1 in 2016. If you're not, it's a bit of a distraction to just earn it for a year.

I assume they would take into account what travel you have booked in for the next renewal period already before they made a decision.

I will have SC's left but Qantas does not allow me to gift them :-)
You may be lucky, I have retained status before with a SC balance just falling short.

A return flight across from SYD/MELBNE /to NZ even in flexY will give you the 80 QF SC.
QF SC will be wiped to zero from your account, at the end of your anniversary month and year, so no carrying over, and no gifting of SCs.
