You need a proper Awards Credit Card - Commonwealth have a couple (see http://www.commbank.com.au/personal/credit-cards/awards-program/default.aspx for info).
I don't personally think it's worth the effort involved though unless you're getting a new credit card anyway. I have an ANZ rewards card which I put absolutely everything I can onto and still only make around 10-15 thousand points a year. Even the Platinum cards only get you half a point per dollar...

There are no debit cards that will allow you to get any sort of rewards
