Can I share my baggage allowance between travellers? 4 pax with VA to DPS. Allowed 5 bags to 23 kg ( one ff gold) can we take 4 bags with perhaps 1 at 30 kg ( the rest 23 or less) or will we be charged excess for the heavier bag despite being under the total maximum?
One of the reasons the price of an extra piece is cheaper than an overweight bag is to discourage heavy bags as they cause injury to staff and are hard to manouevre. You will be charged. Take an extra piece.
As X said, if it's a matter of 7kg, why not just take a small collapsible roll bag/duffel bag/whatever you have spare, and repack some clothes etc. in it as need be? Then you're within the rules and have nothing to worry about.

I would expect them to allow since you could just simply re-distribute the weight - the weight itself isnt going to change...

They not obligated, but may distribute - check in together and be polite.
And what is stopping you to properly distribut weight among cases to be sure?
