Hi due to bad weather I was rerouted from LA to MEL in F to LA to Melbourne in J via Brisbane. It was a points flight with Qantas. Does anyone have experience with getting a partial refund of points due to this situation?

Yes, chase it up with Qantas and ask for the difference between first class and business class for that route (in your case, 48,000 Qantas Points).
