I was just wondering if anyone knows whether it's possible to use Qantas FF points to upgrade to business on a Jetstar operated flight (ie. SYD to DPS)?

AFAIK it has to be QF ticket and kangaroo tailed plane

Yes, it has to be a Qantas operated service (with a QF flight number from 1-199 on your ticket).

Nope.
And with the shrinking size of QFi this is becoming a bigger and bigger issue for members of QFF
