I am currently a premium gold member with united and I will become a global service member in August. Does this change how other star alliances treat me with seating and upgrades and other perks?

How do you know that you will become Global Services? That is the invitation only tier of UA and you do not just qualify. Often have to be a 1K member for a long time (1K is highest tier) and actually Premier Gold, which you are now, is under Premier Platinum and Premier 1K, so you are some steps away.

In any case, when you become Global Services (hope you do) this will not be in your favour when flying Star Alliance as it is purely a UA status and not a Star Alliance one. It will be equivalent of Star Alliance old, but so is Premier Gold so no extra perks. UA will treat you like royalty though ;)
