It is always the person flying who collects the points. You could however set up family pooling with Velocity rewards (person flying should have a velocity account registered on your address). This way you can get both mileage and sc's. Mileage can also be transferred at later date from the persons account, sc's however are non transferrable.

Just to clarify, when family pooling you should opt for pooling both mileage and sc's.
