Flew BNE-SYD-LAX few days ago on Business Class. At the International Transfer Desk, the lone staff member handed out express cards to all passengers (close to 60 of them). Is this a strategy to make VA passengers feel special? Not fair on other J or F customers from other airlines if the express line is somewhat similar to the regular line?

They only hand it out to elites + J passangers on the plane. I have seen this happen when there is a tight connction and needs to move people through quickly.
