Will VA allow points transfers to non family members? Is there an eligibility criteria, or is it akin to QF, where anything goes?

From the Velocity webpage:

11. POINTS TRANSFER - FAMILY

11.1 A Member can transfer Points from their Membership Account to the Membership Account of any of their Eligible Family Members (Points Transfer - Family).

11.2 Any Points Transfer - Family is subject to the following conditions:

11.2.1 Members are entitled to a maximum of four Points Transfers each year from their Membership Account;

11.2.2 each Points Transfer must be for a minimum of 5,000 Points and a maximum of 100,000 Points;

11.2.3 Members can perform a Points Transfer for free online but a fee (in accordance with the Fee Schedule) will apply when transferring Points via the Membership Contact Centre;

11.2.4 Members agree to ensure that they enter correct details before completing the Points Transfer; and

11.2.5 Points Transfers cannot be reversed once made, even if the Member has entered incorrect details.

Eligible Family Member means any person a Member can demonstrate is related to that Member in any of the ways described as follows: husband/wife/domestic partner/de facto, parent/child, brother/sister, grandparent/grandchild, son/daughter-in-law, brother/sister-in-law, father/mother-in-law, uncle/aunt, nephew/niece, first cousin, or any foster, step or adopted relationship in any of these categories.
