Very low. Generally speaking, Etihad is not known to give out free upgrades to partner elites (such as Velocity Platinum). You're competing against Etihad elites paying for a points based upgrade, business class passengers bidding for a cash based upgrade, and then Etihad elites getting the upgrade for free.
In comparison, Qantas Platinums are known to regularly receive complimentary upgrades to the next class on Emirates.
