If I have a Velocity Rewards Business ticket (Per-Mel) and Virgin Australia change the plane to one with only Premium Economy, am I entitled to any compensation?

There is no compensation as they charge the same price for both classes

Virgin will have a BSI or a re-fitted aircraft on the route always so no need to worry.
