If you are flying on VA internationally in Business class I don't believe you get lounge access, last I heard VA had not made any arrangements for access if flying on their own metal. If flying on another carrier there is information on the VA website of their lounge partners and if Gold or Platinum will get access to the lounge.

Just wanted to see if Gold/Platinum Velocity FFs/business class passengers are able to utilise a lounge at Sydney Airport if flying internationally?

There is no lounge access for VA flights on international services except those departing from Adelaide or Gold Coast.
