Have upgraded my return ticket to LHR with SQ to J class and was charged a ticket re-issue fee of GBP 32.00. Did same thing in April but was not charged a re-issue fee. Have queried with SQ whether there has been a change in their policy to account for the discrepancy. Was told that the policy on charging for re-issuing a ticket has been in place for 3 years now. Has anybody had similar experience?

Not me, but that is really rare (especially with a legacy carrier). All I know is that you get the new configuration :) and 5-star airlines NEVER do that :(. I really hope you get this sorted out with SQ.

Did you upgrade using points or paying an additional fee? Normally on points you don't get hit by a fee, but it is not unusual in my experience that they have to issue a new ticket with new booking class when paying cash, thus charging you for it. Many carriers charge change / re-issue fees, had it numerous times even when on a first class ticketed flight. Wether this is fair or not is a whole other discussion!
