What do you mean by "reciprocal agreement" with respect to their frequent flyer programme?
What do you understand "reciprocal agreement" to mean?

Being able to earn and burn points and maybe lougue access and extra baggage?

As with all codeshare arrangements if the flight is operated by EY but with an A3 code then A3 members earn points/miles according to A3 rates. I'm not sure if the benefits extend to lounges and extra baggage.
A code share arrangement is not to be confused with the sort of relationship that QF and EK went into, which is the exception and not the norm.
