Does Virgin plan to fully integrate its Velocity program with key partners like Etihad & Singapore Airlines, so that Velocity members can redeem for flights, and more importantly upgrade with these carriers, or is that just a dream?

You can already redeem for flights with any of their partners, this redemption just can't be done online yet.  They also have a guarantee that you can redeem a flight on ANY airline if you can't get a seat on one of VA's partners.

As for upgrades, I imagine that's in the pipeline.  Seems a bit silly that you can't pre-reserve upgrades on international flights yet.

To an extent, the velocity program is already integrated with airlines like Singapore Airlines. From personal experience, Singapore Airlines upgrade me to first from business when I travel to Switzerland simply by virtue of having platinum status. Although as the answer above states, the internet side to this has not been fully developed.
