No you can't. You can only use QFF point to upgrade on Qantas Operated flights. QFF points cannot be used to upgrade with any other carrier even if there is a QF flight number attached.

Cant currently use QFF points to upgrade on any Oneworld partners. However there may be an allowance with Emirates in the future.........read: http://www.ausbt.com.au/emirates-may-allow-qantas-points-for-business-class-upgrades

I suspect AusBT might doi an article if things change.....
Note that there are some 'limited' examples of this happening within oneworld - eg. you can use AA points to upgrade on BA/IB and vice versa, but it seems to be a separate bilaterial agreement rather than covered under the oneworld agreement
