I ask because my friend wants to book a flight and it has fares under the Premium fare type rather than the Business fare type you see with domestic flights

Business,, domestic quality. They fly once a week direct from Sydney or the long haul via AKL

These flights are operated by Virgin Australia NZ, and are generally operated on Virgin Australia NZ planes.  So the answer is: nobody's confirmed it at Virgin yet.

Virgin Samoa have premium economy. That would be why it's showing Premium fares instead of Business.
