What are the chances of a flight 'subject to government or regulatory approval' not be given approval?

What are the chances of a flight 'subject to government or regulatory approval' not be given approval? I am considering an international flight (QF20 on a Sunday) and it has this condition at the moment.

Assuming Qantas are within the limitations of capacity between Australia and Philippines, then it would just be a box tick exercise. I don't believe they would market flights without it meeting such criteria.

Isn't this just part of the kabuki dance that defines the process of international relations?

On a separate note; given that he was such a poor communicator of the Federal Budget, how in the world is Hockey going to be an effective ambassador to the US?
