I flew Air New Zealand to Cook Islands in November, but was unable to claim Velocity points. Must I be a member of Air NZ to obtain points?

Yes, Pacific Island flights on Air NZ are specifically excluded from earning Velocity points. You can claim Air NZ points, but to get Velocity points you have to be on Virgin.

Or the other option would be another Star Alliance carrier program.
Velocity points are earned on all other Air NZ routes.
