No that person will not be allowed to get in.
However, if the airport has a Qantas lounge, for example in HKG and SIN. The member will be granted access :)

Jayd is correct.
Note that the QF SIN lounge has limited hours and will not be open for morning flights
The QF NRT lounge is no longer available as Jetstar Japan and Jetstar International flights have moved to the new LCC terminal

You haven't been particularly clear, but the situation as I see it is this:
You are a Qantas Gold frequent flyer, and you wish to know which lounges you are eligible to access while flying onward Jetstar journeys throughout Asia.
Your lounge access within Asia is thus:
For the above purposes, a "Jetstar" flight includes a Jetstar Airlines (JQ), Jetstar Asia (3K), Jetstar Japan (GK) and Jetstar Pacific (BL) operated and marketed flight.
Other Qantas operated or associated lounges in Asia will not allow you entry (including the Qantas operated lounge in Tokyo Narita, as well as associated lounges in Nadi and Bangkok).
All other Oneworld partner airlines do not recognise JetStar as participating in the alliance, and will not allow you access to their lounges (e.g. all Cathay Pacific, British Airways, etc. lounges are off limits).

Good info on Manila and Jakarta.
None of the Jetstar's operate to Shanghai or Noumea.

Manila isn't really an option for Jetstar lounge access using your QFF status. The Qantas associated lounge is only open before QF20's 8:05pm departure Sun/Mon/Wed/Fri/Sat.
The only Jetstar departure that would match that time is the nightly 9pm to Singapore... and even then none of the lounge operators are familiar with Jetstar lounge access rules (believe me, I've tried!) so getting isn't likely. Plus, the lounge is pretty awful anyway!
