Website says, "We’ve commenced a comprehensive redevelopment of the Brisbane Domestic Lounge experience. We’re building a lounge precinct with a brand new Business Lounge, refreshed Qantas Club and new Valet experience with a staggered opening plan from early 2017."
Not sure if that means they're closed or remain open, with some areas being walled up for renovations? Anyone with current intel?

Are the BNE QC and Dom Biz lounges open?

Yes, they are both open, though there is some reduced floorspace and reconfiguration while the building works begin.
