Business class guests, and the first few rows of economy seating as available.

No - and half the time they're not offered to Business guests either.

From my experience they are offered to Business guests, but on the short sectors eg MEL-SYD they seem to be rarely taken and therefore not always offered, but those in the know can always request them.

On the longer sectors eg MEL-BNE they are offered to Business. Economy are sometimes offered but only on the aircraft that have the Live2Air fitted and then only to rows 3 and 4 - this is subject to how many are taken by Business class guests and therefore how many are left. The economy offering I think is a gesture rather than an obligation.
