I recently visited Delhi on a QF ticket departing Jet Airways to Singapore.

I was refused entry into ITC CX Lounge and the premium plaza lounge. I am Gold QF Flyer and no issues in HK.

It was very odd to me why I couldnt use either lounge, anyone else encountered this in Delhi?

If you mean ITC CX lounge being the CX lounge (not sure what ITC means) then the answer is quite simple. Oneworld lounge access rules only allow access when the flight is oneworld marketed and operated.

In your case the flight, while oneworld (QF) marketed was not operated by a oneworld carrier.
Since Jet and QF only have a bog standard codeshare arrangement, lounge access has not been arranged. So while you may have accessed the QF lounge in SIN on a QF ticket for a Jet airways operated flight, this was possible only because Qantas was operating the lounge and has tacitly acknowledged, by granting access, that the codeshare arrangement is less than ideal for Gold/Plats flying onwards to BOM in Economy. 
To ensure lounge access as a QF Gold to BOM fly CX or MH next time. You'll get lounge access all the way.

So while you may have accessed the QF lounge in SIN on a QF ticket for a Jet airways operated flight, this was possible only because Qantas was operating the lounge and has tacitly acknowledged, by granting access, that the codeshare arrangement is less than ideal for Gold/Plats flying onwards to BOM in Economy. 


QF lounges also admit QF Club, Gold and Plat Frequent flyers when the flight is marketed as a Qantas flight number.

This is done separately to the one world rules and has no specific tie to any carrier. This was not them acknowledging that their arrangement is less than ideal, instead, it's just protocol with any codeshare flight. Air Calin, Air Niugini, Air Tahiti Nui, Jet Airways, Fiji Airways, Air North, Air Vanuatu are all in the same vote, you can only access Qantas operated lounges if you have a codeshare booked on the above airlines (FJ in Nadi and SB in Noumea are exceptions).

Not sure why you thought it was 'odd', you were not qualified for access and therefore refused.

Sometimes its not so easy to navigate DBL plats and may find it confusing and ODD
