Velocity have updated theire T&Cs with rules around Platinums requesting Fly Ahead over the phone:

23.5.8 The following Terms and Conditions apply for Platinum Member Fly Ahead requests only when the Platinum Member requests it over the phone:
(a) Fly Ahead via the GCC may only be requested by Platinum Members on the day of travel.
(b) Ticket must be VA plated (795 ticket stock).
(c) Virgin Australia domestic services only (VA marketed and operated).
(d) Routing changes are not permitted (i.e. change of destination or change from direct to connecting service).
(e) Fly Ahead is available for the Platinum Member and 3 accompanying guests on the same booking.
(f) Requests must be made at least 60 minutes before the scheduled departure time of the desired flight.
(g) On Triangle routes (from/to SYD/MEL/BNE) Platinum Members may request to Fly Ahead on a service up to 2 hours prior to their booked flight.
(h) On non-Triangle routes, Platinum Members may only Fly Ahead on the service prior to their booked flight (one flight earlier and on the same route).
(i) Fly Ahead is not available at a mid-way point of a connecting journey.
(j) Fly Ahead requests are not available to Platinum Members travelling on group bookings, Getaway Fares or bookings in S, M or T fare classes.
(k) Once the member has been flown ahead, full Fare Rules apply.
Note: Fly Ahead conditions at the airport/Lounge still remain the same.
