Officially it's 48 hours however some outstations don't know this rule and use 24 hours instead (Brisbane does so don't worry).
In theory, if they can't or connecting with separate tickets etc then check-in is open from 4:30am until 2am and it's possbile to drop a bag upto 48 hours prior at a checkin desk or the automatic bad drops.
Bob: if your sister has a lengthy stopover at Singapore's Changi Airport she could also zip into the city (about 30 minutes by train or taxi) or even take advantage of the free city tour bus ride which the airport offers. There's also the Aerotel transit hotel at Terminal 1 where she doesn't even need to rent a room, she can pay for a 'pool and jacuzzi pass' from US$12 for one hour.

I have a 9h55m layover coming up and I've booked a hotel room in the city so I can nap, shower and chill out between flights (as well as get some fresh air, sunshine and hawker food)! I had booked the transit hotel, but as much as I love Changi, I didn't want to spend 10 hours there.
I've checked in in Sydney before and checked bags all the way to my final destination (say London or Mumbai) and stayed a night in Singapore with no problems. I'm not sure what the maximum length is though.

put you bags into short term storage at T1 or T3, depending on your airline - its super efficient and cost effective...
