For commonwealth bookings you are allowed to retain status points as they don't have a monetary value, unlike FF points.

Your right. No points for public servants but that does have an impact on the pricing for tickets. I have seen full flex tickets bookable with federal travel agent for less than Red e Deal on on the same Qantas flight.

You would be surprised what the public service pays for fares. I am a public servant and I have often seen full flex QF fares on our corporate booking site available for less than a red e-deal for the public.

My understanding is that the working premise is that the Amex flight can be booked if a reward seat is available. Even if this isn't the actual pool of fares from which the allocation is made, it is a good proxy for availablity.
