Happily Row 5 seats are available for selection at the time of booking regardless of One World status. I've just selected 5C for HND-CDG without  OW FF status.

On their 787-9, JAL have 44 business, 35 premium econ and 116 in economy. Given that Qantas will have just 1 row less of premium economy, 165 seats in economy suggests that the claim by Mr Joyce that , " we will be giving some very good seat pitch for economy seats", will in fact be underwhelming.
