We are flying Garuda Executive Class (Business) from Melbourne to Denpasar. Are we able to utilise the Qantas Business Class lounge at Tullamarine?

Are you sure on that no? Unless it changed recently it is the qantas lounge you will be directed to in melbourne. They switched in sydney from the qantas lounge when they opened the skyteam lounge.

A friend of mine flew MEL - DPS in Business with Garuda last week and was invited to the QF Business Lounge in MEL. So I think you will be right!

my mistake, misread the post if you are in J garuda uses the qf lounge, if you are a qff on a GA flight no access. apologies!
