Not sure if anyone else has experienced this but I don't think its an advertised perk. My wife has flexi economy return flights BNE-LAX booked for next year and is Platinum. We just logged on to do the waitlist for J upgrade thing and the website says she can points upgrade to PE now on the outbound leg. We checked the award availability both logged in as WP and not logged in to velocity and both ways show no award availability for PE seats on that flight. As award seats = points upgrade seats this means the upgrade shouldn't be available. This must be a hidden perk but dont know if its available for Gold or just Platinum or even offered using some other matrix.
Upgrades can be made available when award seats are not. Generally, high status tiers like Platinums have early dibs on award seats or see better availability and upgrades are confirmed more quickly, sometimes a year in advance as is the case here.

Award seats and upgrades are two different things. I get upgrades regularly on flights without awards being available. Be grateful is all I can say.
