I'm flying Jakarta to Sydney and Sydney to Melbourne in Qantas business class, then Jetstar from Melbourne to Hobart.

Unfortunately you won’t be able to get your bag tagged all the way through to Hobart as the Jetstar system is seperate. You should be able to get it tagged through to Melb if you have linked your bookings, however you will

Thanks, all flights are on one ticket but looks like I'll need to pick it up in Sydney and in Melbourne.

No, bags are not through checked for QF and then JQ flights so you will need to recheck in MEL. You have access to the QF Business lounge as part of your domestic and international business tickets by on arrival privileges. As for the dash between terminals, the MEL business lounge is recently renovated and I can safely say that it is very nice with great food selections, decor and apron views. But the time wasted will determine whether that's worth it to you.
