Can you earn Velocity points on a KLM operated flight, that is marketed and sold with an EY flight number?

Think I read somewhere that Operated By: is the key wording.

Same with Garuda code shares, needs to be EY metal.

While it does have to be EY metal, I have flown AZ metal on an EY ticket and received points/credits. Though AZ and EY are both VA partners, so this error is more likely to credit than a KL flight.
Just noticed both KLM and Etihad credited me points in their respective programs for the KLM operated flights! Double dipping?
