Skytrain (driverless train) is the best bet...fast and the station is right out the front of the airport. Has two or three stops in downtown van from memory.
Taxi works too, but can be slow, especially given it be peak hour, and the roads from YVR to downtown are all suburban arterial type rather than light free highways. No Uber etc. in Vancouver from my understanding.
Canada Line Skytrain. YVR to downtown Vancouver. Normal zone based Vancouver area public transport fares using chip cards or BNE translink go card type payment card +$5 for trips departing the airport.
Skytrain - it’s called the Canada Line. Takes 20 minutes to Waterfront station, comes often, isnt expensive, and is pretty new (opened for 2010 Olympic). It makes two downtown stops prior. Cabs take forever in morning peak and will cost 40-50 bucks.

Taxi to the centre of the CBD is cheap - around $30 Canadian, and the AUD is pretty much at parity.
