Not quite sure what you mean by this.
If looking to upgrade to Business with Qantas points you cannot do this from the cheapest booking classes (so potentially your travel agent is telling you that you need to purchase a more expensive fare class).. Note that in any case this does not guarantee you the upgrade, they are only allocated in the days prior to flight, subject to availability and whether others with higher status than you are also upgrading.

I think the question is whether the Qantas frequent flyer account needs to have the required number of points in the account at the time the upgrade request is made, when the request is accepted or when flight departs.
