QR have a cap of 21 flights total per week to the big 4 airports,SYD, MEL, BNE, and PER.
They can add extra flights to these airports only if they are going some place else.
So, that's why they flew to CBR via SYD, not to achieve the 15% load factors between SYD and CBR (because they couldn't pick up passengers for that domestic sector), but to effectively get another DOH-SYD flight.
All other Australian airports are quota-free, like ADL, OOL, DRW and so on.
They keep asking for more flights each week for the big 4 airports, but Qantas keeps opposing it, despite the fact that QR and QF are in the same airline alliance.
