I have flown several times from SYD to NRT via BNE and had no issue leaving the Q Tag on. Check-in staff did not warn me about it either. I asked about this at the first check in counter a couple of weeks ago. They said that they were building self-serve kiosks "like at the domestic terminal", with only the first and business counters remaining.
