I haven't traveled with Singapore until recently but noticed that I earnt both Krisflyer and PPS points. I've done some reading about this on the SIA website but can't really why they would maintain two parallel programs. By the time you spend 25K SGD you would surely be Silver Kris and 50K SGD Gold Kris?
PPS is their way of measuring your revenue to Singapore Airlines. Whilst Krisflyer status and points can be earned through flying on partners alone, PPS dollars requires spend on Krisflyer flights only and is a metric of how 'valuable' you are to the airline. Many airlines have this metric but choose not to publish it but just something under a list of VIPs or CIPs.
Also PPS points are only earned on SQ premium cabins. There was one year where I made PPS but didn't actually technically reach Gold, however if you get PPS status, you automatically get Gold anyway. There are additional perks to PPS: you get a higher check in luggage allowance, you are allowed in the Krisflyer lounge rather than the Gold lounge if you are flying economy, priority wait listing etc. Also if you renew your PPS, you get a gift in form of gift vouchers for the Krishop. Can be redeemed online or onboard.

I'm not sure what they are driving at. Singapore Airlines is really a pay to play carrier. But to be fair, if you're a primarily international airline, its hard to provide the same sort of status equivalence that we mostly get from domestic flying.
If you are travelling Business or First you get to use the lounges anyway, get a heavy baggage allowance and get priority security and boarding. So no real point in being a Goldy or PPS except with PPS you can use other airlines lounges when travelling Economy domestic flights.
Personally I fly SQ but use my Velocity FF number. I get VA points AND status credits, AND PPS status points too - very generous. There is an article on this website about how to do that: worth a read.

Yes Singapore Airlines has multiple PPS tiers (PPS Club, Solitaire PPS Club, and also Solitaire PPS Club Life which is no longer handed out). Basically in SIngapore:
KrisFlyer Gold = KrisFlyer Gold Lounge PPS Club = SilverKris Business Lounge Solitaire & Solitaire Life = SilverKris First Lounge
(Obviously, if you're KrisFlyer Gold flying business class, you can use the SilverKris Business Lounge, and regardless of your status, when flying Singapore Airlines first class, you can use The Private Room.)
